Участь в навчальному курсі «Міська спадщина та стратегії» від Інституту досліджень житла та міського розвитку (Університет Еразма Роттердамського)
17-26 липня завідувачка кафедри міського господарства Любов Апостолова-Сосса відвідала Нідерланди для участі в другій, завершальній частині короткого навчального курсу «Міська спадщина та стратегії», розробленого Інститутом досліджень житла та міського розвитку (частина Університету Еразма Роттердамського) Institute for Housing and Urban Development Studies (part of Erasmus University Rotterdam) у тісній співпраці з Агенцією культурної спадщини Нідерландів (Cultural Heritage Agency of the Netherlands) та Факультетом архітектури та будівельного середовища Делфтського технічного університету (Department of Architecture and the Build Environment of Delft University of Technology), профінансованого для українських учасників Урядом Нідерландів за підтримки Посольства Нідерландів в Україні.
Навчальна програма була присвячена історичним українським містам, що наразі потерпають від війни, і базувалася на знаннях обох академічних інститутів та досвіді урядового департаменту.
Метою курсу було поглибити знання про «інтегроване збереження» (integrated conservation), посилити навички учасників за рахунок вивчення нових інструментів оцінки для вироблення стратегічного плану дій та розширити мережу професійних контактів.
Перша частина курсу Стратегій міської спадщини в червні 2024 року була присвячена поглибленню розуміння складного взаємозв’язку між міським розвитком та управлінням спадщиною в містах, що перебувають під впливом військових дій, і включала в себе онлайн-заняття, зокрема, лекції та дискусії, роботу в групах та індивідуальні компоненти самонавчання. Онлайн-курс охоплював цілісний контекст історичного міста в його економічному, соціальному, екологічному та культурному вимірах, розглядав питання управління, планування та врядування в історичному місті, а також знайомив з конкретними підходами до збереження міської спадщини. Професійна команда викладачів не лише з Нідерландів, а і з інших країн, зокрема з України, зробила курс надзвичайно цікавим і пізнавальним. Групова робота учасників курсу була присвячена дослідженню культурної спадщини українських міст, а також викликів і проблем, з якими вони наразі стикаються.
У другій очній частині курсу в Роттердамі учасники курсу застосовували набуті знання на практиці, розробляючи стратегічний план дій для історичної частини міста, що постраждало від військових дій. Під керівництвом провідних фахівців Інституту досліджень житла та міського розвитку та експертів організацій-партнерів мультикультурні команди учасників з України, Йорданії, Італії, Судану та Непалу отримали цінний досвід і знання в сфері стратегічного планування і збереження об’єктів культурної спадщини, розширили і зміцнили свої професійні зв’язки з колегами. Крім того, учасники відвідали фахові екскурсії та обмінялись досвідом з провідними експертами з Нідерландів.
Надзвичайно цікавою і корисною з точки зору налагодження мережевих зв’язків з колегами була участь у Міжнародному мережевому заходу з питань стратегій міської спадщини в м. Амерсфоорт в приміщенні Агенції культурної спадщини Нідерландів, RCE (Міністерство освіти, культури і науки). Колеги з Нідерландів поділились досвідом організації збереження спадщини, а учасники заходу в свою чергу провели ряд сесій для колег, присвячених різноманітним темам, серед яких історична ідентичність, охорона спадщини та післявоєнна реконструкція. На заході також були присутні представники UNUN – Українсько-нідерландської урбаністичної мережі, які посприяли поглибленню зв’язків українських і нідерландських колег та участі в програмі українських фахівців. Любов Апостолова-Сосса також взяла участь у проведенні однієї з сесій, під час якої поділилась досвідом впровадження в освітній процес підготовки студентів-містопланувальників в Україні тематики збереження культурної спадщини і підходів до планування історичних районів міст.
Додатковим бонусом до навчання стало ознайомлення з нідерландськими містами, де втілюються кращі практики і підходи до містопланування.

On July 17-26, the Head of the Department of Urban Economy Liubov Apostolova-Sossa visited the Netherlands to participate in the second and final part of the short training course “Urban Heritage and Strategies”, developed by the Institute for Housing and Urban Development Studies (part of Erasmus University Rotterdam) in close cooperation with the Cultural Heritage Agency of the Netherlands and the Department of Architecture and the Built Environment of Delft University of Technology, funded for Ukrainian participants by the Dutch Government with the support of the Embassy of the Netherlands in Ukraine.
The curriculum was dedicated to historic Ukrainian cities currently affected by the war and was based on the knowledge of both academic institutions and the experience of the government department.
The aim of the course was to deepen the knowledge of “integrated conservation”, strengthen the skills of the participants by learning new assessment tools for developing a strategic action plan, and expand the network of professional contacts.
The first part of the Urban Heritage Strategies course in June 2024 was dedicated to deepening the understanding of the complex relationship between urban development and heritage management in cities affected by military operations, and included online classes, including lectures and discussions, group work, and individual self-study components. The online course covered the holistic context of the historic city in its economic, social, environmental, and cultural dimensions, addressed issues of management, planning, and governance in the historic city, and introduced specific approaches to urban heritage preservation. A professional team of teachers not only from the Netherlands but also from other countries, including Ukraine, made the course extremely interesting and informative. The group work of the course participants was devoted to the study of the cultural heritage of Ukrainian cities, as well as the challenges and problems they currently face.
In the second face-to-face part of the course in Rotterdam, the course participants applied their knowledge in practice by developing a strategic action plan for the historic part of the city affected by military operations. Under the guidance of leading experts from the Institute of Housing and Urban Development Research and experts from partner organizations, multicultural teams of participants from Ukraine, Jordan, Italy, Sudan and Nepal gained valuable experience and knowledge in strategic planning and preservation of cultural heritage sites, expanded and strengthened their professional ties with colleagues. In addition, the participants attended professional excursions and exchanged experience with leading experts from the Netherlands.
Extremely interesting and useful in terms of networking with colleagues was the participation in the International Networking Event on Urban Heritage Strategies in Amersfoort, hosted by the Dutch Cultural Heritage Agency, RCE (Ministry of Education, Culture and Science). Colleagues from the Netherlands shared their experience in organizing heritage preservation, and the participants of the event, in turn, held a number of sessions for colleagues on various topics, including historical identity, heritage protection, and post-war reconstruction. The event was also attended by representatives of UNUN, the Ukrainian-Dutch Urban Network, who helped to deepen the ties between Ukrainian and Dutch colleagues and to facilitate the participation of Ukrainian specialists in the program. Liubov Apostolova-Sossa also took part in one of the sessions, during which she shared her experience of introducing the topic of cultural heritage preservation and approaches to planning historic districts into the educational process of training urban planners in Ukraine.
An additional bonus to the training was the familiarization with the Dutch cities, where the best practices and approaches to urban planning are being implemented.
